    Indosat Ooredoo Hutchison (Indosat or IOH), in collaboration with Cisco, a worldwide contributor in security and networking, has announced the launch of Indonesia’s Sovereign Security Operations Centre (SOC)—a step in national cybersecurity and digital resilience. This initiative marks the next chapter in securing Indonesia’s digital infrastructure, following the launch of Indonesia’s AI Centre of Excellence.

    The Sovereign SOC introduces the first-ever local deployment of Splunk Cloud Platform and Splunk Enterprise Security in Indonesia, which has achieved the SOC 2 compliance industry standard. It offers real-time, artificial intelligence (AI)-powered threat detection and observability across hybrid and multi-cloud environments. This trusted platform ensures that sensitive national data remains protected under Indonesian jurisdiction, enabling businesses and government agencies to detect and respond to threats faster, while ensuring compliance with data sovereignty regulations.
     
    “Everything that is connected must be protected,” said Vikram Sinha, a president director and CEO of Indosat Ooredoo Hutchison. “Together with Cisco, we are not just launching a security platform—we are enabling a strategic safeguard for the nation. This Sovereign SOC is about protecting our infrastructure, empowering our people, and securing the digital economy at scale. It reinforces our belief that digital transformation must be trusted, inclusive and sustainable.”
     
    The launch comes at a time when cybersecurity threats are rising in both frequency and complexity. According to the Cisco Cybersecurity Readiness Index, 91% of organisations in Indonesia experienced an AI-related cybersecurity incident in the past year. The Sovereign SOC is purpose-built to address this challenge, providing a centralised, nationally coordinated defence layer for Indonesia’s critical systems, including those in finance, healthcare, transportation and public services.
     
    “This Sovereign SOC represents a bold step forward in building a secure, digital future for Indonesia,” said Dave West, the president and senior vice president of global specialists at Cisco. “Cisco is excited to work with Indosat and national stakeholders to build on that foundation to enable secure AI transformation and future-ready digital infrastructure as the nation charts the next phase of growth for its digital economy.”
     
    The Sovereign SOC will be able to enhance Indonesia’s threat intelligence, incident response capabilities, and regulatory preparedness. It will also provide AI-ready security infrastructure to support the responsible deployment of generative AI and large language models, ensuring AI innovation remains secure, compliant and ethical at scale.

    Building cyber resilience: One million talents trained, 10,000 SMEs secured by 2030

    In parallel, Indosat and Cisco are committing to train one million Indonesians in cybersecurity and networking by 2030. Building on the strong foundation of the Cisco Networking Academy in Indonesia —which has trained over 500,000 trainees across more than 200 institutions—this expanded talent initiative will support the development of a digitally resilient workforce. The SOC will also serve as a training ground for Cyber Resilience Labs, hosting real-world simulations, industry training and national readiness programs.
     
    The Sovereign SOC is designed not only for large enterprises and government agencies, but also for Indonesia’s thriving small and medium business ecosystem. Through affordable, accessible security services, the SOC will help over 10,000 SMEs strengthen their digital defences and participate more confidently in the digital economy. Studies and expert analyses suggest that even modest improvements in digital skills across the population may contribute to economic growth in Indonesia—potentially supporting gains in productivity and cybersecurity readiness with broader impacts on GDP.
     
    As part of its long-term vision, the SOC reinforces the role of public-private collaboration in safeguarding Indonesia’s digital sovereignty. By aligning with local content requirements, advancing national frameworks, and integrating international practices, Indosat and Cisco are setting a new standard for secure, sovereign innovation in the AI era.
